Piran (Portoroz) is a kitesurfing spot with choppy and flat water and mostly light winds, making it a good beginner spot. LThe Piran Bay is dominated by three winds Maestral, Burja and Jugo.
While kiting you only need to look out for swimmers and the ship traffic that may be on the area.
