The kitesurfing spot at Isola Marinetta, also known as Isola Delle Conchingle is a small island location East of Lignano Sabbadioro, and it is only accessible by motorboat.
Because of its inaccessibility, you'd have to be very unlucky to find any other beachgoer besides your kiting group, and if you do, chances are they are also kiters. In exchange for this privacy on this small waves and choppy spot, you won't find much of anything when it comes to services you could find in a more popular spot.
This spot is not properly rated for it, but you may be able to practice some foil in this area as well.
